This includes overseeing about $12.7 million in redevelopment for thousands of public housing units, utilizing contract procurement and force account. David Hoicka prepares Strategic Planning goals, objectives and initiatives, with input from stakeholders, Government Agencies, Development Partners, Public, and Media. In addition David Hoicka oversees policy implementation and grants management. He creates and implements cost-effective programs for affordable housing and job training. David Hoicka uses innovative methods to reduce and control costs, increase quality and revenues, and empower economic self-sufficiency, in multicultural, multi-language environments.
