David Hoicka Innovative and Sustainable Housing


David Hoicka is a Senior Executive for Affordable Housing Programs



           David Hoicka builds multicultural communities that work. He has extensive experience on Sustainable Affordable Housing and Community Development including managing and teaching large HUD housing programs nationally across the USA and internationally.

           Adding value to operations with his deep and innovative collaborative leadership background, David Hoicka has overseen financial and operational management of programs of all sizes, developing and managing affordable housing and community development programs ranging from smaller developments to thousands of families.

           David Hoicka increases agency effectiveness at delivering cost-effective services. This includes overseeing about $12.7 million in redevelopment for thousands of public housing units, utilizing contract procurement and force account.

           David Hoicka prepares financing and capital budgets, energy efficiency, renewable energy, historical preservation, green space preservation. Also David Hoicka works on Capital Fund Plan financing, procurement, budgeting and cost analysis management.

           He creates and implements cost-effective programs for affordable housing and job training. David Hoicka uses innovative methods to reduce and control costs, increase quality and revenues, and empower economic self-sufficiency, in multicultural, multi-language environments.

           He has worked on homeownership for social housing, as well as jobs, educational, medical, and other facilities. David Hoicka oversaw a diverse multinational and multicultural professional staff in development of a new town for mixed income residents.
