David Hoicka is a Senior Executive for Affordable Housing Programs



           David Hoicka supports multicultural communities that work. He has extensive experience on Green and Affordable Housing and Community Development including managing and teaching large HUD affordable housing programs nationally across the USA and internationally.

           Applying multi-cultural and international best practices to enhance affordable housing, David Hoicka has overseen financial and operational management of programs of all sizes, revitalizing and/or managing affordable housing and community development programs for thousands of families.

           David Hoicka prepares for future growth of the affordable housing program. This includes overseeing about $12.7 million in redevelopment for thousands of public housing units, utilizing contract procurement and force account.

           David Hoicka works to improve relations with stakeholders such as Media and Public, other government agencies; preparing Public Relations plans and options. David Hoicka reviews capital budget modernization & construction plans.

           He advises community groups and stakeholders on strategic planning, goal setting, compliance for community and affordable housing issues. David Hoicka has reviewed and assessed award-winning best practices for design, finance, construction, operations and maintenance of low-income housing programs.

           He has promoted economic development and employment issues, including location of jobs; commercial uses permitted, education and healthcare facilities David Hoicka's work involved establishing objectives and performance goals, monitoring progress toward their achievement and setting priorities based on changing requirements.
