David Hoicka increases agency effectiveness at delivering cost-effective services. This includes overseeing about $12.7 million in redevelopment for thousands of public housing units, utilizing contract procurement and force account. David Hoicka prepares Strategic Planning goals, objectives and initiatives, with input from stakeholders, Government Agencies, Development Partners, Public, and Media. David Hoicka reviews capital budget modernization & construction plans. He has developed key strategic partnerships with local citizens, government bodies, nonprofit and community organizations to focus efforts of diverse groups onto common goals. David Hoicka uses innovative methods to reduce and control costs, increase quality and revenues, and empower economic self-sufficiency, in multicultural, multi-language environments.
